New materials regarding research in the fields of architecture and urban construction are being presented. The authors also focus on the history of the creation of little-known buildings of interest, on the development of local architectural traditions, on new attributions, and introduce recently discovered archive materials. A number of papers are dedicated to the issues of architectural and urban planning development of historical towns and cities or study the formation of architectural ensembles. The edition also includes papers that are devoted to theoretical historical-architectural problems, to biographies of architects, or analyze artistic approaches and concepts.

The Russian Village in the last third of the 19th — beginning of the 20th century: «Better Arrangement of the Settlements». Part 1. Local Regulations
Rules of the regular urban planning, the distribution of which to the villages of the Russian Empire was announced in the 1830s, in reality didn’t affect their appearance until the last third of the 19th century. The widespread transformation of the rural landscape happened only in the late imperial period, after the law of June 16, 1873, which attributed responsibility for the “better arrangement of the settlements” to the district counsils, i. e. the Zemstvos. Local self-government bodies developed their own regulations canceling the governmental directives and initiating the more effective approaches. Spatial and planning rearrangement of the villages became the key line of their activity. This paper explores the lawmaking practice of the Kazan Zemstvo in the last third of the 19th and beginning of the 20th century.
